Ukraine. Drug sale in Ukraine: incoming control

Incoming control of drugs means drug quality control at their delivery to the business entity by visual means or through a drug analysis. Incoming control procedure is regulated by the Instruction on drug quality control in wholesale and retail as approved by the Decree of the MHC of Ukraine dd. 30.10.2001 #436. A person authorized by the company shall carry out the incoming control of drugs delivered to the pharmacy and its structural subdivisions. Main responsibilities of such authorized person are verification of delivered drugs and accompanying documents – invoices, quality certificates issued by the manufacturer, verification of information on drug state control, drawing up a report on drug quality incoming control, keeping records on drugs delivered to the company and reporting poor quality and falsified drugs or drugs of questionable quality to the territorial inspection.

In case of positive results of the drug incoming control the authorized person shall forward the delivered drug batches for sale. In case of negative results the authorized person shall prepare a protocol on revealed defects being basis for return of the batch to the supplier. The copy of the protocol shall be submitted to the territorial inspection which after additional inspection and sampling analysis shall inform other pharmacies on revealed poor quality or falsified drugs and control the supplier by utilization or return to manufacturer of such drugs (in case of low quality series).
