  • The new list of Vital and Essential Drugs (VED list) comes in force. VEDs of the companies that have failed to timely register their maximum sales prices temporarily disappear from drugstores.

  • Pharmsintez acquires 100% of Estonian drug manufacturer Kevelt AS for not more than 10 mn USD.

  • Russia’s government resolution No. 91 dated 17.02.2011 “On Federal Target Program “The Development of Pharmaceutical and Medical Industry of RF till 2020 and Beyond” approves the program of domestic pharmaceutical and medical industry transfer to an innovative development model.
Infrastructure
  • AstraZeneca announces the start of a manufacturing facility construction in Vorsino Industrial Park (Kaluga region). Investment: approx. 150 mn USD.
  • Serbian Galenika signes a preliminary agreement on construction of a finished drug manufacturing facility in Obninsk (Kaluga region). Investment: approx. 40 mn USD.

  • Russia’s government resolution No. 181 dated 21.03.2011 “On Procedure of Import to RF and Export from RF of Narcotics, Psychotropics, and their Precursors” governs the range of entities entitled for importing and exporting narcotics, psychotropics, and their precursors as well as the requirements to these entities.

  • The governor of Pskov region announces privatization plans for state industrial enterprise Pharmacia in the period of 2011—2012.

  • Order No. 351N dated 26.04.2011 “On Amendments to Russia’s Ministry of Health and Social Development Order No. 805N dated 15.09.2010 “On Approving the Minimum List of Drugs Essential for Providing Medical Aid” is signed thus approving changes to the minimum range of drugs essential for providing medical aid.

  • OAO Drugstore Chain 36.6 gets a 300 mn RUB loan from NOMOS Bank for replenishing its floating assets.
  • USB Pharma signes a strategic partnership memorandum withBinnopharm, an AFK Sistema company.

  • Federal Law No. 99-FZ dated 04.05.2011 “On Licensing Specific Types of Activities” approves the basic licensing principles, requirements to licensee etc.

  • X5 Retail Group N.V. announces the acquisition of a 8.45% stock ofDrugstore Chain А5 for appox. 6-8 mn USD (expert estimation).
  • Protek Group integrates a number of affiliate drugstore chains to OOO Rigla, incl. OOO Chudo-Doctor (Moscow), OOO Drugstore Chain Medunitsa (Yaroslavl) etc.

  • Russia’s government resolution No. 441 dated 03.06.2011 “On Amendments to Specific Acts of Russia’s Government Regulating Drug Import to RF” specifies the procedure of drug import to Russia.

  • OOO Invest Market, an affiliated company of Drugstore Chain А5, acquires the 100% stock of Mosoblpharmacia for approx. 200 mn USD.
  • Drugstore Chain Pervaya pomoshch launches an Organic Project on the basis of its own drugstores, i.e. departments selling organic products.

  • Russia’s government resolution No. 622 dated 28.07.2011 “On Amendments to cl. 4 of the Regulations on Licensing Pharmaceutical Activities” replaces the term “drugs for medical application” by the term “drugs”.

  • ZAO SIA International sells a 20.9% stock of OAO Drugstore Chain 36.6 to Hybrid Investments Capital Corp. for approx. 65 mn USD.
  • Protek Group acquires OOO Anvilab for not more than 60 mn USD.

August

  • Russia’s Ministry of Health and Social Development Order No. 1000an dated 26.08.2011 “On Recognizing Void of Specific Orders of Russia’s Ministry of Health and Social Development”, repeals, in particular, Order No. 578 dated 13.10.2005 that approved the OTC drug list.
Infrastructure
  • Yuri Gaysinsky acquires the remaining 26% stock of OAO Nizhniy Novgorod Drugstore Chain for 3 mn USD thus becoming the owner of the 100% stock.
  • OAO Drugstore Chain 36.6 gets a 200 mn RUB loan from Uralsib Bank for funding its basic operations.

  • Russia’s Ministry of Health and Social Development Order No. 1036n dated 09.09.2011 “On Amendments to the Compulsory Health Insurance Regulations approved by Russia’s Ministry of Health and Social Development Order dated 28.02.2011 No. 158n “On Approving the Compulsory Health Insurance Regulations” is signed.

  • OAO Diod and Aurobindo Pharma Limited (India) announce the establishment of a JV for manufacturing and selling drugs in Russia, Belarus, and Kazakhstan.
  • ZAO FC Lekko announces the construction of a new manufacturing facility in Petushki district of Vladimir region. The investment size and construction period need to be further specified.

Legislation
  • Russia’s government resolution No. 856 dated 21.10.2011 “On the State Guarantee Program of Providing a Free Medical Aid to Russia’s Citizens for 2012” recommends to the respective Federal subject authorities to approve territorial program of providing a free medical aid to Russia’s citizens before 21.12.2011.
Infrastructure
  • Renaissance Insurance Group becomes a partner of Drugstore Chain Rigla in the corporate drug insurance area.
  • OOO Materia Medica signes a memo of intent to establish a JV with British Angel Biotechnology for pharmaceutical R&D and manufacture at the latter’s facility in Cramlington (Great Britain).

  • Russia’s Government Regulation No. 2199-р dated 07.12.2011 is signed that approves the VED list with a view of the state regulation of specific drug prices.
  • Russia’s Government Order No. 1081 dated 22.12.2011 “The Regulations on Licensing Pharmaceutical Activities” establishes the procedure for licensing pharmaceutical activities.
